35年、上万个日夜、10051公里 四川高速破万进阶路丨奋力谱写中国式现代化四川新篇章

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">“四川高速公路网规划历经6次调整和修编，实际就是四川高速公路由线到网成圈的一个演进过程。”交通运输厅相关人士表示，珍藏的6个版本高速公路规划图，见证了1万公里是如何长“长”的。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">第一版规划图，是1996年批准实施的《四川省高速公路网建设规划（1991—2020）》。这也是四川首个高速公路网规划图。1997年7月，四川对该规划进行了修编——总规模为4600公里，提出重点建设以成都为中心的路网主骨架，打通四川省东、南、北三方四处进出川快速公路通道。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">第二版规划图，是2009年批准实施的《四川省高速公路网规划（2008—2030年）》，规划线路总规模8600公里，规划总里程增加4000公里；往西藏方向、青海方向、甘肃方向的川西北高原地区，首次规划高速公路。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">第三版规划图，是2011年批准实施的《四川省高速公路网规划（2011年调整方案）》，规划总里程1.2万公里，远期展望线1050公里，规划里程增加3400公里。这一版规划明确，加强对“三州”少数民族地区、革命老区和贫困地区的连接，完善四大城市群路网布局，完善成都平原城市群城际交通网络。</span></p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">第五版规划图，是2019年批准实施的《四川省高速公路网规划（2019—2035年）》。调整后全省高速公路网规划总里程1.61万公里（不含扩容复线），远期展望线1900公里，规划里程再次增加4100公里。本版规划专门新增规划研究路线，提升“三州”地区基本公共服务水平。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">第六版规划图，是2022年印发实施的《四川省高速公路网布局规划（2022—2035年）》，布局形成20条成都放射线、13条纵线、13条横线、4条环线和44条联络线，总规模2万公里。这一版高速公路网重点突出“强化主轴、密实两翼、畅通三带、联动三州”。</span></p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">发展需要破解交通瓶颈，高速公路成了必选。1990年，成渝高等级公路开工后，在四川争取下，这条线路又被升级为全封闭、全立交、快捷直达、舒适安全的高速公路。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">1995年，成渝高速公路全线贯通，迅速成为发展大动脉，沿线的内江和重庆半年时间达成56个合作项目。高速公路带来的“好处”又推动成绵、成乐、成宜、成雅等一批高速公路相继建成通车，仅5年后，四川高速公路通车里程达到1000公里，初步构建起高速公路主骨架。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">拉长时间轴可看到，2011年、2012年、2013年、2015年，四川高速公路通车里程相继突破3000公里、4000公里、5000公里、6000公里。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">党的十八大后，四川高速公路进一步向民族地区、边远山区、贫困地区延伸，全省21个市（州）政府所在地全部通达高速公路，交通大通道迅速成为经济大动脉。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">“从2020年起，四川高速公路投资连续4年超千亿元，占综合交通投资的比重稳定在1/3以上，是全省促投资稳增长的重要领域。”四川省交通运输发展战略和规划科学研究院副院长韩先科认为，四川兴建高速公路，不仅铺筑了一张发展的路网，也极大地促进了经济发展。</span></p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">截至目前，四川交通累计成功招商高速公路项目90个、总里程8963公里，引进社会投资约1.32万亿元，招商体量达全国第一。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">四川地处西部，高速公路建设能“跑”在全国前列，与建设市场的开放息息相关。四川交通始终秉持“以大开放促大发展”的理念，全面开放高速公路建设投资市场。早在2010年，四川第一条采取BOT模式修建的高速公路——乐宜高速公路就建成通车。目前，根据国家最新政策，四川正在修订《四川省高速公路项目特许经营管理办法》。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">今年6月，四川再次公开高速公路招商，交通运输厅集中推介了36个、4100公里高速公路项目。五大经济区中，川西北生态示范区的项目里程数、投资额都靠前。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">目前，全省没有通高速公路的37个县主要集中在“三州”地区。未来，在这片区域，将有更多的线条由虚变实，织密成网。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">“快节奏”已显现。年初，全省有37个、3392公里高速公路项目接续建设，“三州”地区的凉山是“主战场”，乐西高速马边至昭觉段等项目正在大凉山腹地快马加鞭，架构起凉山州的高速公路网。今年8月，阿坝州境内G0611川主寺至汶川、G0611郎木寺至川主寺、川主寺至红原3个高速公路项目同时取得省发展改革委核准批复。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">“智慧”“绿色”的高速公路将越来越多。2020年通车的成宜高速，同步进行交通运输部“交通强国”试点，实现了全域、全要素的车路协同，成为全国首条实现了全天候通行的“智慧高速”。此次同步建成的5个高速公路项目（路段）中，天邛高速是全省首条全面采用云收费模式的高速公路。</span></p>
