<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">两年多以来，广元市通过构建“外挡内拦、分级调蓄、蓄排结合”的防洪排涝体系，明确中心城区汇入嘉陵江干流的26条山洪河道防山洪标准达到 20年一遇，其他42条达到10年一遇。分区施策开展源头地块海绵化改造和建设，有效控制径流外排水量和峰值流量。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">完善城市排水系统，通过城市竖向调整、雨水管渠、雨水调蓄设施、蓄排结合，补齐雨水设施短板，优化超标应急管理措施，“一点一策”整治易涝片区，有效缓解城市内涝。</span></p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">2023年12月1日起，《广元市海绵城市建设管理条例》（以下简称《条例》）正式实施。该《条例》的实施，将为广元市系统化全域推进海绵城市建设提供坚强法治保障。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">而与该《条例》相互依存的还有《广元市海绵城市建设专篇设计收费参考标准》《广元市海绵城市设施运行维护预算定额（试行）》，有效解决了广元市在系统化全域推进海绵城市建设过程中如何“系统干”“科学干”“持续干”等问题。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">海绵城市建设离不开专业的人才队伍。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">为此，广元市依托中国市政华北院、四川省城乡建设研究院，建立了广元市海绵城市建设专家库，邀请中国工程院院士、全国工程勘察设计大师等专家指导，参与海绵城市建设课题研究、重大项目海绵城市建设专篇设计，为建设全国山地河谷型海绵示范城市献智献力。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">依托市属国企设计单位，建立海绵城市技术研究中心，培养40余人的海绵城市专篇设计核心团队，对参与施工的70多支队伍1100余人进行了海绵城市建设施工培训，旨在让专业的人做专业的事。</span></p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">得益于海绵城市建设，居住于广元的百姓对于城市的变化不仅肉眼可见，且惊喜满满。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">通过实施排水防涝、雨洪通道、雨污管网、海绵小区、海绵道路、新型绿化“六大工程”，广元市确保海绵城市建设干一片成一片、美一片、示范一片。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">截至目前，广元市已完成89个“海绵小区”、58条“海绵道路”改造，并通过照明、供水、强弱电、燃气等基础设施改造，有效改善居住条件。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">今年8月，四川南河国家湿地公园经过4个月改造升级后，开始正式对外开放。该公园将海绵理念注入公园改造之中，修建了山顶蓄水湖，蓄滞水后由排水灌渠分水至景观多塘、生态水沟，为景观用水持续提供水源供给。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">广元市委、市政府提出要“确保一江清水出广元”。为此，广元市以优化城市水生态为切入点，深入实施雨污管网提升改造等项目。目前已完成19条黑臭水体治理，城市消除黑臭水体比例达100％；透水铺装面积53万平方米，削减道路面源污染40%，雨水资源化利用量40.16 万吨，保证了嘉陵江、南河水质长期稳定在II类以上。</span></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><span style="font-size: 17px;">“海绵校园”试点校之一的利州区东城实验小学对校内的排水系统、铺装、植物等进行改造提升，改变了以前雨污混流、管道交错的现象。</span></p>
