内江隆昌：协同发展背后的“三联”故事
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">前段时间，成渝地区双城经济圈建设让普陀村的水库水，流进了三合村农田的故事，被传为佳话，也被《人民日报》关注。</p><p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">内江隆昌市三合村与重庆市荣昌区普陀村田挨田、路相通、水相连，如果没有当地人“揭秘”，外人很难看出它们分属川渝两省市。</p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">其实，两个村庄都位于川渝毗邻地区合作共建区域发展十大功能平台之一——内江荣昌现代农业高新技术产业示范区。自2020年中央提出成渝地区双城经济圈建设，到2021年印发《成渝地区双城经济圈建设规划纲要》至今，隆昌和荣昌这“双昌”可谓“亲上加亲”。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">这背后，是两地打破界限、深化毗邻地区协同发展的“三联”故事——</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;"><strong>党建联建：引领协同发展</strong></p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">党的基层组织，是党在社会基层组织中的战斗堡垒，是党的全部工作和战斗力的基础。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">“双昌”以内荣农高区现代农业产业示范园为核心，建立功能型联合党委，在毗邻乡镇和村（社区）建立联合党支部、毗邻卡口共建联合党小组，形成“联合党委—联合党支部—联合党小组”三级联动工作体系，织密全域联动组织网，从而推动各项工作提质增效。</p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">“党建方面，我们相对较薄弱，可以经常向他们学习。”9月5日，谈到联建的好处，三合村党委书记王东直言不讳。他掰起手指边数边说：“去年以来，我们和普陀村一起开展了党员冬训、庆祝七一、参观廉洁教育基地等活动。”</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">在党组织联建的基础上，隆昌荣昌两地积极搭建两地干部交流合作平台，联合举办基层党员培训班12期，开展主题党日活动60余次，进一步增强党员干部使命感，激发党员干部干事创业热情。同时，探索干部统筹调配机制，互派80余名干部、教师挂职锻炼，促进两地干部相互学习、共同提升、成长成才。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">此外，两地定期召开跨区域党建联席会议，建立跨区域共治议事机制，加强两地文旅开发、乡村振兴、社会和文化事业等方面协商合作。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">截至目前，双方毗邻镇（街道）、村（社区）开展互访45次、签订30余项合作协议，打通双方共议协商的“最后一公里”，持续推动协商共识转化为工作实效。</p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">联动，少不了政务服务的协作。两地主动融入成渝地区双城经济圈建设，聚焦企业、群众异地办事痛点难点，探索多元协作模式，不断优化便民服务。</p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">记者从隆昌市委改革办了解到，隆昌荣昌发改、行政审批、税务等13个部门共同梳理发布204项“川渝通办”互认实施清单，编制“川渝通办”办事指南，设立34个“川渝通办”专窗和“e体化”网上平台，全面推行“全程网办+多地联办+异地代收代办”服务，累计办理企业开办、社会保险、公安户政等高频事项3万余件。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">在管理方面，两地建立边界治理联动工作站，培育调解专家94名，创建“和事”调解室等品牌4个，联合成立300余支党员突击队、先锋队，共同参与边界治理工作，探索形成“社会治安联防、矛盾纠纷联调、信息资源联享、道口检查联合、法治宣传联袂”的“边界五联”协同治理模式。截至目前，累计调处群众矛盾纠纷、信访等5000余件，实现边界治理从“各自发力”向“协同治理”转变。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">在培育文明乡风方面，两地以毗邻村（社区）1000人为基本单位，建立“乡风文明促进会”，常态化开展“十抵制十提倡”宣传引导，共同商定发布家教家风、婚丧嫁娶等民风民俗公约500余条，联建廉洁文化墙70余处、“法治小院”50余处，展现乡村文明新气象。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">据王东介绍，近期，三合村正与普陀村共同谋划，将组织双方的党员干部联合开展森林防灭火宣传和夜间巡逻，还准备拟写一个适合园区的村规民约……</p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">在位于隆昌市的内江荣昌现代农业高新技术产业示范区工业园内，四川好贝思婴童用品有限公司车间正加足马力生产，而原材料的供应商就在隔壁的荣昌区，车程仅30余分钟，大大缩减了公司的物流成本。</p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">协同发展，产业为基。一衣带水的隆昌、荣昌在长期合作竞争中，形成了较高的产业关联度，这也为双方企业的共融共生及产业集群发展提供了必要条件和现实基础。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">以特色产业园区为载体，两地探索共建“飞地”经济，成立联合招商专班，组建12支招商小分队，共赴上海、广东、安徽等地开展招商引资活动60余次，成功引进落地1亿元以上企业项目18个。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">持续探索川渝毗邻地区产业合作机制，两地联合搭建重点实验室、研发机构等高能级创新平台6个，新带动培育高新技术企业、“专精特新”企业等50余户。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">健全特色农业协作共兴机制，充分发挥毗邻地缘优势和特色产业优势，两地联手建成稻渔综合种养基地27万亩，联合推动“川渝合作国家级万亩玉米制种基地”建设，建成育种核心区4000亩。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">探索建立“五金五收益”等利益联结机制，双向签订购销协议，打造产供销一体化链条，带动两地村集体经济收益突破3000万元。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">两地还建立川渝毗邻产业人才合作机制、科技人才柔性流动跨区域招引和使用机制，编制人才需求目录，联合举办专场招聘会30余场次，现场签约人才1.5万余人。</p>
<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">此外，两地常态化联合开展科技创新、课题研究等活动20余次，联训企业优秀人才3200人次，培养职业经理人44名、实用人才1.6万人，推动川渝毗邻地区产业合作更加深入。</p>
