内江东兴：以工代赈“小项目”，书写乡村振兴“大文章”

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;"><strong>精心选择试点项目 确保“有钱可发”</strong></p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">以工代赈是指政府投资建设基础设施工程，受赈济者参加工程建设获得劳务报酬，以此取代直接赈济的一项扶持政策。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">今年5月22日，东兴区2024年以工代赈示范工程项目，在郭北镇景坡楼村开工。建设内容包括：土地整理1520亩，整治田坎5500米，新建蓄水池14口，改建生产便道3.5公里。</p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">作为全区唯一的以工代赈村民自建项目，总投资570万元（其中，中央资金500万元，地方资金70万元）。不同的是，按照有关要求，该项目中央资金的36%、不低于180万元将作为当地群众的务工收入。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">时隔三个多月，记者再次走访现场，高温天气之下，施工管理方采取错峰施工方式，即每天早晨6点至上午10点，以及晚上7点至次日凌晨5点，村民们轮班作业，既确保群众身体健康和生命安全，又保证工程进度不受影响。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">截至目前，土地整理已完成1000余亩，田坎整治900米，蓄水池新建完成9口，生产便道路基已经修好。预计，整个项目在今年底全面竣工。</p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">据了解，以工代赈项目作为国家赈济工作的核心，主要聚焦于解决农村劳动力、就业困难人群、城镇低收入人群的就业增收难题。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">东兴区积极组织区发改局、人社局、民政局等与项目施工单位紧密对接，依照施工单位的用人需求，从就业困难人群、城镇低收入人群库中筛选适宜人员，督促施工单位与群众签订劳务合同并开展技能培训。为了全力保障以工代赈项目能最大限度地吸纳重点人群参与务工，东兴区人社局会同项目施工单位，对务工群众开展了一系列的项目培训联动活动，注重在实训和代训上抓落实，让大家通过培训学到一门求职的技能。</p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">“项目推进到哪个村民小组，就优先使用哪个村民小组的村民。”郭北镇景坡楼村党总支书记李和岗告诉记者，为了让更多村民获得家门口务工机会、获得劳动报酬，村上力求“能用尽用”。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">何成文是郭北镇景坡楼村4组的村民，自今年5月份项目启动以来，他一直在工地上从事技工工作。“干一天有280块钱，我这个月干的天数多，大概可以领到7000块钱。”他自豪地说道。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">与何成文不同，村民兰以兵是一名脱贫户，也没有什么技术，遭遇过多次找工作受阻。如今，经过技术培训，他成了一名小工，“在家门口就有活儿干，一天可以挣160块钱，也没有住宿和交通费开销，我很满意。”兰以兵说。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">与何成文、兰以兵一样，越来越多的村民选择留在家乡参与以工代赈项目。截至目前，全村已有98名村民参与项目建设中，还有一大批村民已经报名，项目预计带动170名本地群众参与务工。</p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">“您尾号××××的账户到账人民币5880.0元（以工代赈）。”这是项目现场管理员黎华彬最近收到的一条短信到账通知。</p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">与他并肩作“战”的所有务工群众，也都收到了自己的劳务报酬到账通知短信。“稳当，不怕干了活路拿不到钱！”技术工人何成文直言不讳，他向记者诉说了过去在外地建筑工地务工，迟迟拿不到薪资的经历，“这个（以工代赈项目）不一样，每月按时足额发放到银行卡。”</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">其背后，东兴区制定了《东兴区重点工程项目实施以工代赈通过“一卡通”直发劳务报酬试点工作方案》，明确各部门单位在试点工作中的职能职责，细化务工组织、劳务报酬审批及发放流程。同时，明确规定各相关部门必须全程参与项目监督，各司其职，严格落实监管责任。此外，还制定《试点工作推进计划表》，明晰在发放环节各个时间节点各相关单位应完成的任务和具体要求，以保障劳务报酬发放过程的顺畅。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">在具体管理工作中，施工单位在每月5日前依据上月考勤情况建立劳务报酬发放台账，经行业主管部门、发改局、人社局等单位审核后，将劳务报酬发放信息录入“一卡通”平台，并按照报账审批流程及时申请将劳务报酬转至农民工工资专户。行业主管部门在“一卡通”平台审核后，及时将工资发放至务工群众。整个审批发放过程均在“一卡通”平台进行，真正实现了公开透明、及时足额发放，有力防范了虚报冒领、滞留克扣等损害群众利益的现象发生。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;"><strong>积极推广筹备项目 创造“更多福祉”</strong></p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">以工代赈，带来的不仅仅是短期的收入增加，还有更多长期利益——</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">景坡楼村，是紧邻大清流河的一个小山村，受排灌设施年久失修等因素影响，每年干旱时期，生产用水极度匮乏。东兴区郭北镇以工代赈示范工程项目的落地，将从根本上解决这一难题。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">更让当地干部群众欣喜的是，最近，已经有3批业主来村里考察，表达了对流转土地的兴趣，计划种植西瓜、中药材、香椿等作物；占地约1000亩的粮油种植项目土地流转协议，最近就会和企业签订。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">东兴区发改局农村经济股工作人员郭泓毅介绍，除此之外，东兴区在农业农村基础设施建设领域共推广以工代赈项目6个，预计发放劳务报酬总计470.88万元，带动本地群众务工471人，开展技能培训500人。在政府投资的重点工程实施以工代赈项目1个，预计发放劳务报酬总计220万元，带动本地群众务工100人，开展技能培训110余人。当前，东兴区正在积极筹备2025年的以工代赈中央财政专项资金项目共4个，预计发放劳务报酬642万元，吸纳群众务工768人。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">实施以工代赈“小项目”，书写乡村振兴“大文章”。这些项目的实施，将为更多的村民创造就业机会，让更多农村家庭从中受益，进一步推动东兴区农业农村的发展。</p>
