内江：豹子村的排名“逆转”之变
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">位于内江隆昌市黄家镇的豹子村，共计10个村民小组、943户、3160人。在2022年黄家镇村级工作目标考核中，豹子村排名靠后。仅一年时间，该村却从“末流”跃居第四，成为全镇23个村（社区）学习的“榜样”。2024年，得益于农村面貌改善行动的深入推进，豹子村的变化还在继续……</p><p></p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">区别在哪儿呢？过去的土坯房不见了，取而代之的是“微菜园”，在美化环境的同时助农增收；而“微禽园”的打造，一改往日家禽四散、异味弥漫和杂草丛生的景象；门前屋后的污水沟消失了，院坝里砌起了美丽的花台，成为村民们茶余饭后的“休闲角”；行走时令人“胆战心惊”的道路被加宽和硬化，接下来还将加固护坡和安装护栏……</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">这些变化，在金龙屋基院落尤为明显。该院落位于豹子村九组，共计36户、165人。作为九组组长，李怀彬既是农村面貌改善行动的见证者，也是参与者。“通过召开村组‘坝坝会’和走访入户，我们反复宣传政策，引导大家积极参与农村面貌改善行动，常态化开展‘六净六顺’。”李怀彬说，村民们从行动中尝到了“甜头”，自然给予支持和配合。<br></p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">基层干部年轻化、环境整治长效化、农业产业特色化，都是内江农村面貌改善行动的成果体现。在探访豹子村的过程中，记者不仅看到了基层年轻干部充分发挥主观能动性，聚焦乡村发展所开展的创新与探索，还体会到了“自上而下”和“自下而上”的强大合力。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">就“自上而下”来说，黄家镇正按照“7个示范院落+1个精品院落”的路径持续推进农村面貌改善行动，金龙屋基院落是全镇重点打造的7个示范院落之一。李懋超告诉记者，在争取项目时，豹子村得到了足够的重视和相应的政策倾斜——来自上级的支持和保障犹如“定心丸”，让基层干部们越“战”越勇。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">从“自下而上”来看，村民们早就看不惯生活环境的“脏、乱、差”问题，借着实施农村面貌改善行动的东风，大家在党员干部、农业大户的带动之下，齐心协力建设宜居宜业和美乡村——从坚持“清杂去乱”到“商量着干、自己动手、投工投劳”，村民们的环保意识不断提高，美丽庭院也越来越多，这也让村干部们的工作越来越“顺”。</p>
