攀枝花农民都在哪儿？
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">2023年，攀枝花市农业人口为50.98万人。就业实名制信息系统统计显示，全市农村劳动力入库人数为29.95万人，其中，约21万人在村务农，约9万人外出务工。今年4月的转移就业产业分布情况显示，转移就业8.4万劳动力，奔走在第一、第二和第三产业，数据分别约为1.22万人、2.2万人和5.02万人。</p><p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">为何会形成这样的分流格局？</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">党的十八大以来，以习近平同志为核心的党中央高度重视城乡融合，作出一系列战略部署；省委、省政府认真贯彻落实党中央、国务院部署要求，提出“以县域为重要切入点扎实推进城乡融合发展”；近年来，攀枝花立足自身实际，紧扣共同富裕试验区建设，大力实施城乡融合战略，为广大农民提供了更加广阔的“舞台”。</p>

<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">日前，走进位于仁和区红旗村的许开成家，记者看到，这个返乡创业的“90后”小伙正与中国邮政集团有限公司成都市分公司洽谈，对方计划从许开成的家庭农场预订500万斤芒果送往成都……</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">如今，许开成和父亲都在从事芒果出口贸易，仅2023年，他们一家便出口了700吨以上芒果，销往新加坡、马来西亚等多个国家和地区，流水超过1000万元。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">在盐边县永兴镇苍蒲村，2019年，村民陈启贵在家人的帮助下，通过众筹的方式用200万元社会资金成立了家庭农场，建立起突尼斯软籽石榴基地。经过近4年的种植，去年，基地的石榴终于红了。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">在攀枝花市农林科学院等市、县科研单位、农技部门的产业帮扶下，2023年，基地的石榴因品质优良赢得了市场青睐，全国各地果商纷纷下订单，约60吨石榴被抢购一空。“现在，石榴刚套完袋，预计今年也是丰收年。”陈启贵站在地里，望着眼前的石榴说。</p>

<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">不仅是许开成和陈启贵，21万在村务农的农村劳动力是支撑攀枝花乡村振兴的主动脉。近年来，随着耕地地力保护补贴、稻谷补贴、中央财政实际种粮农民一次性补贴等资金的注入，以及越来越完善的农业农村基础设施，这片“插根扁担都能发芽”的土地迸发出前所未有的活力，“生长”出越来越多就业机会，吸引了越来越多人返乡创业。</p>
<section><section><section><section><p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">根据2022年攀枝花市人力资源和社会保障事业发展统计公报显示，当年全市有260人回乡创业。</p><p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">人口回流的背后是好政策的支持。为全面推动乡村振兴，攀枝花围绕基建、产业、文化等持续发力，2022年仁和、米易、盐边农村居民人均可支配收入分别达2.49万元、2.41万元、2.17万元，稳居全省前列。</p></section></section></section></section>

<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">陈开慧是盐边县红格镇和爱村人，2015年，为让孩子享受更优质的教育资源，她与丈夫王江海把家从和爱村搬到了市区。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">来市区的前8年，陈开慧凭借着和爱村优质的蔬菜资源，与生鲜蔬菜公司合作，给东区的一些食堂配送绿色有机蔬菜，近两年开始自己摆摊。王江海则一直运营红格镇到和爱村的乡镇客车。依靠勤劳的双手，去年，他们在东区东华街道帝景华廷小区安家，正式成为持有“农民身份证”的“城里人”。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">同样过着“城市生活”的，还有摘掉“贫困户帽子”的张文莲一家。2019年以前，张文莲一家还在米易县丙谷镇护林村务农，每年有6个月在土地上劳作，种有4亩玉米地，年收入不到6000元。“回想起那个时候，真是太难了，每一分钱都要精打细算，最怕老人孩子生病。”张文莲说。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">农闲时，张文莲和丈夫就在家门口打零工，2019年9月，张文莲和丈夫因为手脚麻利，被东方钛业公司相中，成为了“上班族”。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">如今，夫妻俩的年收入有6万多。“手头相对宽裕了，幸福感也有了。”张文莲说，“现在就想努力上班好好孝敬老人，供孩子上学，让他们以后有好一点的出路。”</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">记者在采访中了解到，农民跃出“农门”原因十分复杂，一些是为了更优质的公共服务资源，一些则被城镇化和工业化所吸纳，但他们都有一个共同的原因：那就是向往更加美好的生活。</p>

<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">不论是扎根乡村，还是选择城市，有的人找到了幸福，有的人还在寻找幸福。<br></p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">对于农民而言，是否离开土地，并非一道二元对立的选择题。在留在乡村和前往城市之间，还有一些人处于“摇摆”状态，农忙时回家务农，农闲时进城务工。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">记者走访调查时了解到，受各方面因素影响，农民多数只能从事体力劳动，仅部分能够成为自由职业者或新就业形态的从业者。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">以东区炳草岗街道的美团骑手张国平为例。张国平24岁，是米易县湾丘彝族乡人，家里主要种植番茄和辣椒，从攀枝花技师学院汽修专业毕业后，他每年5至11月外出打工，12月到次年4月在家务农。现在，他租住在瓜子坪街道，每天上午9点开始接单送外卖，烈日的“炙烤”，是他离开土地后依然经受的考验。</p>
<p style="margin-bottom: 15px; margin-top: 15px; text-indent: 2em;">正常情况下，张国平一天能送50余单，每单收益约5元，每月收入约6000元，除去房租等日常开销，他工资只剩下一半，距离10万元小汽车的目标，还需要33个月。虽然身在城市，但谈及理想生活时他说：“尽管回家种地累一点，但压力小，还是想回去。”</p>
