万千气象看四川丨成渝双圈携手 奏响全国首个跨省域新区经济活力交响乐
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">6月3日，阴雨濛濛，川渝高竹新区胡家梁子观景台处，一块界碑，一面是四川一面是重庆。在天气晴好的日子里，向北眺望，邻水县高滩镇标准化厂房整齐划一；向南眺望，青绿山峦连绵起伏。</p><p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">而这块土地，正是成渝地区双城经济圈建设深化经济区与行政区适度分离改革的具象化表现。在省社科院研究员盛毅看来，“双圈建设，川渝高竹新区有区位优势、地理优势、政策优势，多个优势叠加。”</p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">作为全国首个跨省域税费征管服务中心，中心面积仅有100多平方米，但其背后的改革却是突破性的。2021年10月，川渝高竹新区正式挂牌运营。在探索打破行政壁垒、层级界限和空间分割的道路上，川渝高竹新区始终思索着该如何前行。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">“我们按照‘政策从优、程序从简、负担从轻’的原则，梳理了重庆和四川两地多项政策差异。”川渝高竹新区税费征管服务中心主任潘缙生介绍，中心目前已对50项税费政策执行口径达成一致，剩余68项正逐步统一。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">另一边，由于社保保障不同，纳税人缴费也不同，统一社保政策面临难题。目前，川渝高新区居民可自主选择按重庆或四川的标准缴纳社保，享受相应待遇。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">“我们通过打造电子税务局，率先在全国实现跨省域税务数据系统归集、共联共享”。潘缙生说，确保纳税人登录一个系统即可办理川渝两省市所有税费业务，这意味着在高竹新区，纳税人既可以办理重庆的业务，也可以办理四川的业务，极大方便纳税人。</p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">目前，川渝高竹新区已实现了税费收入17.7亿元，业务办理量达25万笔。智能填单机等智能终端一应俱全，在上面，纳税人可以实现自助办税、发票申领、发票代开、智能填表、一体办税等体验。以往需要重庆、四川两头跑的纳税业务，现在一个大厅就能通通完成。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">“我们的税费服务方式和内容也在不断拓展。”指着大厅构造，潘缙生介绍税费征管服务中心对应新区产业发展重点和产业特色，分行业细化对企业的专项管理和服务。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">潘缙生解释，通过这种“一业一策”形式，能够促进研发费用加计扣除、股权激励等税收优惠政策迅速落实到位，引导创新资源向企业集聚，有效降低企业制度性交易成本，推动新区产业集群进一步发展壮大。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;"><strong>一首经济活力的“交响乐”</strong></p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">连绵山峦的见证下，川渝高竹新区工厂轰鸣，活力蓬勃。跨省税费政策执行同标正在这块改革“试验田”全面走向现实，“扫清”市场流动障碍，使得更多企业扎根这片热土。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">截至目前，入驻企业已达205户，投产89户，汽车零部件企业占主导，形成配套产业集群，2023年规上工业产值达到58.55亿元。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">广安与重庆渊源深厚，经济互补性强，游客、工业配套、农副产品均形成紧密合作。走进四川瑞创汽车科技有限公司的展厅，一辆亮银色的无人驾驶汽车和一辆豪华加长礼宾车引人注目。</p>

<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">在川渝高竹新区，瑞创得以将四川广安相对较低的土地、劳动力成本与重庆高水平的技术支撑、创新政策相结合，为企业创造了更大的发展空间。“我们企业的员工大部分都家住重庆，高竹新区上班。”瑞创工程技术部技术总监李效辉介绍。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">而瑞创，仅是川渝高竹新区众多企业发展的一个缩影。这些企业扎根这片土地，蓬勃向上，激荡出无限活力。</p>
<p style="margin-top: 15px; margin-bottom: 15px; text-indent: 2em;">不久前，川渝南北大道三期项目正式通车。这条道路起于重庆市渝北区茨竹镇，终至四川省广安市邻水县高滩镇。南北大道目前川渝高竹新区通往重庆最快、最便捷的一条道路，而这，也是企业发展的快速通道。</p>
