联播观察｜四川水网是个什么网？

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">其实，水网离我们并不遥远。生态补水，需要河流来补充；生产生活用水，需要引调水工程来输送水源；而抵御旱情洪灾，更需要大型防洪工程“出面”。可以说，水网就是一个集合自然河湖、引调水工程、调蓄工程为主的综合网络，与社会发展、经济增长紧密相连。</p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">四川地域广阔，水资源丰富，各地区间水资源条件差异大，水网怎么建？首先需要谋篇布局。我省科学确定“一主四片”水生产力布局，其中一主是指盆地腹部区，四片是川西北片、川西南片、秦巴山片和乌蒙山片。就拿盆地腹部区来说，主要包括了成都平原及丘陵区，盆周部分低山区，这个区域水资源十分短缺，就是水网建设需要重点“攻克”的区域。</p>

<p style="text-indent: 2em; margin-top: 15px; margin-bottom: 15px;">摸清底子了，还要看执行。我省拿出了具体“打法”，重点就是建设“六横六纵”水网主骨架、大动脉。六横是指都江堰、引大济岷、长征渠、向家坝、引雅济安、南水北调西线工程；六纵是武都、升钟、大桥、亭子口、罐子坝、川渝东北一体化水资源配置。正在建设的亭子口灌区就是六纵骨干工程之一，将从亭子口水电站取水，再通过引水渠道、隧洞，把嘉陵江的水“送”到川北、川东北，为135万亩农田“解渴”。而建设中的向家坝灌区，也将改变川南片区没有大型骨干水利工程的历史，为经济腾飞提供水动力。</p>
